The principals of Blue Line Engineering have a combined experience of 42 years in the water and wastewater industry. This experience has provided them with extensive exposure to a multitude of projects from inception through construction and start-up, including the funding scenarios that support them. Our operations experience offers a realistic and practical approach to design that is user friendly and cost effective. Jeffrey J. Tubolino, P.E.

Mr. Tubolino has over 18 years of experience specializing in project management, and design of wastewater treatment facilities, sanitary sewer systems and pumping stations. Expertise in preparing studies, design drawings and specifications, engineering reports, and facility plans.

Francis  A. “Ike” Cook,

Mr. Cook serves as a Senior Project Manager for Blue Line Engineering. Mr. Cook has over 21 years of municipal engineering, directly involved with conceptual planning, administering funding, design, wastewater operation, construction administration and inspection of projects ranging from $20,000 to $95,000,000 throughout New York. Mr. Cook has worked with a multitude of state and federal funding agencies including the NYSEFC, USDA RD, NYSERDA, and HUD Community Block Grant to secure monies for infrastructure projects.
